The country of Qatar is currently experiencing an economic boom in economy and industry and has placed an emphasis on a major drive toward development of infrastructure services and construction of projects on a national scale.  Our client, the leading government agency for infrastructure development and project management, is growing their specialist teams and are looking to appoint Technical Advisors to the Directors and General Managers for  various major projects valued in excess of USD2B.

Typical duties & attributes include:

• Infrastructure Advisor for General Manager’s Office. Technical advisory to the GM for strategic direction of Infrastructure projects; advising and recommending improvement of operating quality/effectiveness of the unit; recommending development of continuous improvement plans to strategically enhance the performance of the Infrastructure Division; technical advisory on infrastructure projects from concept, through construction until hand over of the project. An Engineering ????? ????? comparable with specialization in infrastructure (roads and drainage) and a minimum of 15 years experience in a related field, with at least 10 years at a senior management level; experience managing 100+ staff; experience managing and controlling multi million riyal budgets.

• Asset Management Advisor for General Manager’s Office. Infrastructure Affairs Department. Technical advisory on operations and maintenance projects from concept, through construction until hand over of the project; responsible for the monitoring ????? ????? of the performance of the operations and maintenance / asset management departments; expertise in operations and maintenance of roads and drainage; a relevant degree with 15+ years of experience in senior management role to level of CEO, Project Director; must have had large volume of staff reporting (comprising up to 100 direct / indirect reports).

• Drainage Projects Advisor. Infrastructure Affairs Department. Reports to Infrastructure Director - Technical advisory on roads projects from concept, through construction until hand over of the project; responsible for the monitoring ????? ????? of the performance of the roads departments. Engineering ????? ????? comparable with specialization in infrastructure; a Masters in business administration is preferred; minimum 15 years experience in the Roads infrastructure projects, with at least 10 years at senior management level; experience managing 100+ staff; experience managing and controlling multi million riyal budgets.

• Drainage Operations & Maintenance Advisor. Technical advisor for Manager of O&M Dept. and Heads of Division in relation to Mechanical & Electrical of the Networks and Treatment Plants. Analyse the M&E of Sewerage, Treated Sewerage Effluent and Surface Ground water networks and design to rectify any operation & maintenance problems. Mechanical Engineering / Electro Mechanic Engineering / Electrical Power Engineering ????? ?????; membership of a known engineering ????? ?????/organization. i.e. ASME; preferably member of a Professional Engineering ????? ?????.e. Charted Engineer, Professional Engineer.

• Roads Projects Advisor. Infrastructure Affairs Department. Reports to Infrastructure Director -Technical advisory on roads projects from concept, through construction until hand over of the project; responsible for the monitoring ????? ????? of the performance of the roads departments. Engineering ????? ????? comparable with specialization in infrastructure; Masters in business administration is preferred; minimum 15 years experience in the Roads infrastructure projects, with at least 10 years at senior management level; experience managing 100+ staff; experience managing and controlling multi million riyal budgets.

• Expressway Construction Advisor.  Technical advisor to the Director of the Expressway Division for strategic direction, day to day management of the Expressway Management Strategic Business Unit (SBU) which includes a mega project.   Advises on the improvement of the operational and fiscal activities of the SBU and develops / implements systems & procedures to improve the operating quality/effectiveness of the unit. Technical advisor in the development of continuous improvement plans to strategically enhance the performance of the Expressway Division SBU. Assists in the development of the organization strategic direction, budget and prioritization of the operational plans. A relevant degree with at least 15 years expressway experience with at least 10 years at senior management level; experience managing 100+ staff; experience managing and controlling multi million riyal budgets.

• Highway & Roads Operations & Maintenance Advisor. Technical advisor to the Director of Asset Management for strategic direction, day to day management of the Asset Management Strategic Business Unit (SBU) which includes the operation and maintenance of all projects relating to Infrastructure such as traffic lights systems, tunnels and sewerage treatments; advising on improvement of operational and fiscal activities of the SBU; Technical advisor in the development of continuous improvement plans to strategically enhance the performance of the Asset Management SBU. A relevant degree with at least 15 years highway & roads experience with at least 10 years at senior management level; experience managing 100+ staff; experience managing and controlling multi million riyal budgets.

• Building Construction Advisor. Reports to Building Construction Director / Manager. Advisor to the Building Construction Director / Manager; technical advisory on building projects from concept, through construction until hand over of the project. A relevant degree with at least 15 years building experience, with at least 10 years at senior management level; experience managing 100+ staff; experience managing and controlling multi million riyal budgets.

• Communications Advisor. Reports to Public Relations Manager - responsible for developing and implementing strategies/programs for maintaining and further enhancing our Client’s image and credibility both in Qatar and globally; also responsible for identifying various sources to introduce, maintain and enhance our Client’s presence, such as in conferences, internet, exhibitions and parties inside and outside Qatar. Understands the strategic/operational plans and develops/aligns the PR plan ; formulates overall policies and processes related to internal and external communications through various media; A Bachelors Degree in mass communications and/or public relations and a minimum 12 years management experience in media/public relations with at least 6 years in a managerial position.
