The country of Qatar is currently experiencing an economic boom in economy and industry and has placed an emphasis on a major drive toward development of infrastructure services and construction of projects on a national scale. Our client, the leading government agency for infrastructure development and project management, is growing their specialist teams and now looks to appoint a Highway & Roads Advisor to their Assets Division who monitors the operations and maintenance performance of projects after completion. The Assets Management Department comprises of the engineering ????? ?????, and operation & maintenance department for roads and drainage projects.

This role is to assist the Director of Infrastructure Affairs for strategic direction, and day to day management of the Infrastructure Affairs Strategic Business Unit (SBU) which includes operation and maintenance of all projects and departments relating to Infrastructure including project management of roads, design management of roads and drainage and project management of drainage projects.

Key tasks and duties include:

Participating with the Director of Infrastructure Affairs to assist in the developing the organization strategic direction, budget and prioritization of the operational plans;

Liaising closely with the Director of Infrastructure Affairs for developing the strategic direction, short and long term plan, and prioritization for infrastructure projects aligned to the business strategy;

Implementing the preferred Company Infrastructure SBU structure – reviewing as appropriate to ensure continued relevance for the organization in light of changing circumstances;

Continually reviewing SBU priorities and plans, advising the Director of Infrastructure Affairs, and making appropriate adjustments to reflect changes in internal and external environments;

Monitoring ????? ????? to the Director of Infrastructure Affairs progress of SBU against the short and long term plan and initiate remedial action as required ensuring ????? ????? project deadlines and achievement of business development objectives and targets.

In conjunction with the Director of Infrastructure Affairs agrees and establishes relevant performance targets for the SBU, ensuring ????? ????? are realistic and support our Client’s objectives;

Developing reporting procedures on the performance of the SBU;

Aligns prioritization of Infrastructure Affairs projects in consultation with the Director;

Liaising closely with the Director of Infrastructure Affairs for establishing procedures for maintaining high standards of quality, reliability and safety;

Evaluates and resolves conflicts which may arise due to changes or delays;

Providing advice to the Director of Infrastructure Affairs to establish methods including evaluation and measurement criteria for supervising progress of third party contractors and timely identification and resolution of risks and issues.

Advising improvements to the operational and fiscal activities of the SBU and develop/implement systems and procedures to improve the operating quality/effectiveness of the unit.

Key attributes of the role include:

Engineering ????? ????? comparable with specialization in infrastructure (roads and drainage);

Additional certification in project management highly regarded;

Masters in business administration is preferred;

Minimum 15 years experience in the project and design management or major roads, freeways and drainage infrastructure, with at least 6 years at senior management level;

Experience in managing high performing multi-disciplinary teams;

Experience in managing, coordinating, and administering ????? ?????-size, complex, multi function design projects;

Experience in managing and controlling multi million riyal budgets.
