Materials Engineer

  • The country of Qatar is currently experiencing an economic boom in economy and industry and has placed an emphasis on a major drive toward development of infrastructure services and construction of projects on a national scale.  Our client, the leading government agency for infrastructure development and project management, is growing their specialist teams and now look to appoint a Materials Engineer to continually review materials situations, changes, and prices to secure Road project requirements and avoid delay and shortage of materials.

    Responsibilities include:
     
    • Plans, specifies, identifies and draws specification for a wide range of materials, supplies, services and equipment for roads project division;
    • Recommends sources for materials, studies cost-effectiveness, checks quality and standards and advices accordingly;
    • Supervises, with close cooperation with contracts affairs/purchasing department related markets service provision for the organizations to ensure resources are being utilized effectively;
    • Identifies areas for improvement and agrees appropriate implementation plans; this could include outsourcing of services, bringing current outsourced services in-house etc;
    • Monitors the allocated budget for materials purchasing and regularly reports all expenditures to the Director;
    • Participates in the development and monitoring ????? ????? against the annual Materials budget, for road projects;
    • Supervises and participates in developing materials purchasing, contracting supplying system and plans implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards;
    • Plans, organizes and manages the work of the Materials supply to ensure optimal purchase at best price in least time maintaining quality standards; 
    • Reviews Materials purchase orders and related documents for completeness, accuracy and compliance with procedures and requirements;
    • Reviews and advises on vendor and freight invoices for payment and assists to solve disputed invoices with concerned department and vendors;
    • Provides training and development to subordinates and monitors their progress.
    Key attributes for this role include:
     
    • A degree in Engineering (Civil) from an accredited University;
    • Minimum 15 years relevant experience on major highway projects in materials supply, purchasing and contracting and quality control;
    • Ability to read and enforce working drawings and related specifications;
    • Computer literacy;
    • Good negotiations and presentation skills;
    • Excellent communication skills essential.
