The country of Qatar is currently experiencing an economic boom in economy and industry and has placed an emphasis on a major drive toward development of infrastructure services and construction of projects on a national scale.  Our client, the leading government agency for infrastructure development and project management, is growing their specialist teams and now look to appoint a Senior Health & Safety Manager / Expert to supervise the performance and presence of safety managers and officers on site.  This role is a technical advisor to the Quality Safety & Environment Department Manager.

Your duties will include:

• Development of the Safety Strategy for the agency’s civil, infrastructure and operations and maintenance divisions.
• Establishment of the guidelines for the Safety and Health Policy and Safety Manual based on Quality, Safety & Environment (QSE) regulations.
• Management of the safety environment for the agency across all departments.
• Management of the implementation of all Health and Safety strategy, procedures, reviews and updates.
• Site visit and audits of projects and training of staff on safety initiatives and compliance with procedures.
• Developing and maintaining annual budget for safety and safety training.
• Training and familiarization of staff with procedures, policies and documentation.
• Reviewing and commenting on contractors submitted OH&S Manuals and statements.
• Supervising Health and Safety staff, assigning inspection schedules, training requirements and arrangements.
• Continually improving Health and Safety implementation across the project by providing direction and guidance to main contractor’s and Department employees.

Key attributes for this role include:

• A Degree in Safety Management / Environmental or relevant area
• International safety accreditation with known safety association NIBOSH (highly regarded)
• Experience in safety management on major civil infrastructure and water wastewater projects.
• At least 15+ years experience in a similar role with strategic safety experience
• Strong work ethic and communication skills.
• Experience within an expatriate environment
